Capability Life Cycle Management (CLCM)

The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.

The Opportunity:

The Compliance and Technical Risk Lead is responsible for delivery of the technical risk assurance program across the CLCM contract. The Compliance and Technical Risk Lead supports the Engineering Support Manager to deliver services in accordance with DSD-ENG-SERV for the CLCM.

The Compliance and Technical Risk Lead is responsible for deliverable against the DID-ENG-TRMP, manage the technical risk framework and to provide assurance that technical risk assessment and endorsement activities are compliant to policy and executed within the limits of engineering delegations.The Compliance and Technical Lead will review applications for delegation and regularly audit the CLCM for compliance to policy, plans and process and raise corrective actions as required to facilitate continuous improvement.

The Compliance and Technical Risk Lead holds an Engineering delegation, executes risk based technical advice on sustainment activities in support of the ACSSPO Principal Engineer on PBS.

Responsibilities:

The key responsibilities of the role will include, but is not limited to:

  • Provide management oversight of the Capability Life Cycle Manager (CLCM) technical risk assurance program including and not limited to sustainment activities via systems engineering, maintenance delivery, configuration control and materiel support.

  • Deliver trusted advice to the ACSSPO Principal Engineer and Principal Maintenance Manager on risks and issues concerning technical integrity.

  • Make recommendations to the ACSSPO Principal Engineer on engineering decisions, including the assessment of Deviations and Waivers and the development of associated risk assessments, the identification and implementation of obsolescence solutions.

  • Support the KBR Chief Engineer with CLCM internal engineering delegations and support professional development of CLCM personnel.

  • Assess and maintain the ACSSPO Engineering Authority Register (EAR) and Technical Support Network (TSN).

  • Maintain the ACSSPO Technical Risk Management Applications and Systems.

  • Support ACSSPO retaining the Authorised Engineering Organisation (AEO) and Authorised Materiel Seaworthiness Delivery Organisation (AMSDO) status.

  • Participate in internal and external audits and as required perform as the lead point of contact for the ACSSPO and/or CLCM.

  • Support review and audit sustainment activities, provide assurance that assessments and decisions are performed within the delegations and compliant to plans, raise and manage corrective action reports where necessary to facilitate continuous improvement.

  • Provide technical support and assistance to achieve compliance to Navy N Library Policies and Plans and Defence Engineering & Technical (E&T) policies.

As the ideal candidate you will bring:

Essential:

  • Bachelor’s degree in Engineering, or related field (or equivalent experience coupled with relevant qualifications).

  • Eligible to obtain SQEP Engineering Delegation Authority within an Authorised Engineering Organisation (AEO).

  • Minimum 15 years’ experience in undertaking and managing designs.

  • Minimum of 10 years’ experience in a Defence or related technical industry (CASG/Defence/Defence Industry experience).

  • Experience in the management of a Technical Risk Management Framework or Technical Compliance Auditing.

  • Experience in taking responsibility for engineering decisions within a complex regulatory framework and ensuring that safe operations are maintained.

  • Strong client and staff engagement, relationship, and communications skills.

  • Requires in-depth and/or breadth of expertise in own discipline and broad knowledge of other disciplines within the engineering realm.

  • Hold, or be eligible for, membership of a recognised professional body and registration as Chartered Engineer.

  • Must be eligible for ITAR clearance of relevant ship systems.

Desirable:

  • Experience in marine design preferred.

  • Experience with Department of Defence design delivery.
