Administration for Children and Families Director, Family Violence Prevention and Services in Washington, District Of Columbia

Summary This position is located in the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Immediate Office of The Assistant Secretary (IOAS), Office of Family Violence Prevention and Services (OFVPS). The mission of ACF focuses on improving the effectiveness and efficiency of programs designed to make measurable improvements in the economic and social well-being of children and families. Responsibilities ABOUT THE POSITION Responsible for performing a variety of complex services, including data collection, compilation, and analysis relative to the formulation of national policies for victim services programs, including programs to address family violence, domestic violence and dating violence. Maintain primary responsibility for initiating and developing national policies which govern the administration and federal funding of the Family Violence Prevention and Services Act grant programs. Review legislative proposal enactments and court decisions related to victim services to assure the development and revision of policy to implement such provisions. Direct the development of legislative proposals for family violence, and domestic and dating violence programs. Review of a variety of reports and audits to identify program policy implications and changes that are necessary. Provide authoritative advice, consultation, and policy direction in making decisions on highly complex issues affecting the domestic and dating violence and victim services programs. Requirements Conditions of Employment Qualifications Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Mandatory Technical Qualifications (MTQs) This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. 1. Demonstrated experience in planning and directing the work of an Office, with the primary responsibility of initiating and developing national policies which govern the administration and Federal funding of the Family Violence Prevention and Services Act grant programs. 2. Demonstrated expertise in providing authoritative advice, consultation, and policy direction on complex issues impacting domestic and dating violence and victim services programs. Strong ability to develop and recommend policies that influence domestic violence initiatives by coordinating with various business partners and service providers. Experience providing expert leadership and guidance on major policy issues affecting Federal, State, and local programs supporting survivors of domestic violence. 3. Demonstrated experience in Supervising the maintenance, compilation, analysis, and display of program data related to the violence prevention and services programs, ultimately leading to continue program improvement. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs. Education Basic Requirements Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Salary Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments. Probationary Period: Selectee must serve a one-year probationary period unless previously completed one year the Senior Executive Service.
