If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs closed case reviews using Appeals Quality Standards and Attributes (AQSA). Decides nature and extent of review necessary. Interprets and applies AQSA using the Appeals Quality Measurement Standards Guideline. Evaluates Appeals case work by the application of closed case review standards and related specific attributes and procedures as defined by the Guideline. Determines whether conclusions reached by Appeals are consistent with tax law, procedure and policy requirements. Manages and coordinates assigned programs and projects. Acts as a contact point for related program activities. Develops and distributes instructional material when appropriate. Prepares, maintains and updates technical/desk procedures. Conducts research, and provides guidance, feedback, reports and analyses on program operations and results. Analyzes and reviews case files, supporting documents and other information for adequate factual and technical development of issues; the proper application of tax law, Appeals policies and procedures; and appropriate case resolution and settlement. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Obtain and use a Government-issued charge card for business-related travel. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a Bargaining unit position. Tour of Duty: Monday - Friday; 8:00am - 4:30pm; Dayshift Alternative work schedule, staggered work hours or telework may be available. Occasional Travel may be required, 1 to 5 nights per month. Relocation expenses - No Pay retention may be offered based on applicable laws and regulations. Position is Temporary Not-To-Exceed 1 Year, May Be Extended up to 3 Years, Will NOT be made permanent. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates knowledge of basic and intermediate accounting principles. Experience with the Internal Revenue Code and related rulings, regulations, legal provisions, technical interpretations, and court decisions pertaining to the computation of individual and corporate taxable income. Experience conducting extensive research and analysis of complex tax issues to interpret and apply the law to the facts presented specifically to determine effect on tax liabilities; Experience interpreting the law in situations where issues are unclear or where a clear precedent is lacking to determine the appropriate resolution of tax issues. Experience with litigation procedures and evaluating the strength of the litigating position of the contesting parties as they relate to resolving tax disputes. Experience that demonstrates knowledge of mediation and conflict resolution techniques. Experience with oral and written communications to conduct conferences and negotiate settlements with taxpayer/representatives. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
