JOB SUMMARY

This job delivers and directs/manages enterprise payroll, payroll tax, leave, and timekeeping administration across a diverse portfolio of health care-related businesses and vendor management for all HR invoicing . Ensures proactive leadership in identifying trends and/or changes in federal, state and provincial laws to ensure compliance and manages remediation and ways our employees contact HR Services Center. Maintains a high level of customer service, and operational excellence. Ensures proper policies, procedures and controls to maintain compliance with applicable laws and regulations. Ensures proper processes and procedures are in place to ensure our customers receive a high level of accuracy and efficiency regarding inquires.

ESSENTIAL RESPONSIBILITIES

  • Perform management responsibilities including, but not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.

  • Develop and manage the controls and activities required for enterprise payroll, payroll tax, leave, and timekeeping administration ensuring the timely, efficient, and accurate processes, distribution of the multiple payroll cycles and various payments to executive retirees and employee inquiries.

  • Direct the enhancement design and maintenance activities related to payroll, payroll tax, leave, and timekeeping administration and how related customer inquiries are handled. Manage multiple suppliers regarding outsourced services in the area of Payroll Tax and Employment Verification.

  • Develop and manage the procedures and controls required to ensure regulatory compliance and the timely and efficient processing and distribution of the various payroll cycles.

  • Collaborate and partner with Senior Management regarding all payroll and critical customer inquiries issues (i.e. Deferred Compensation, Incentives, Bonuses, Relocation, W2 Reconciliations, etc.)

  • Collaborate with numerous departments with the creation or acquisition of subsidiary companies, ensure the establishment and maintenance of the appropriate payroll processing procedure controls with emphasis on converting the company to Highmark Health process and systems.

  • Direct the efforts required to ensure the timely and accurate calculation, preparation and submission of payroll-related tax forms, tax payments, tax reporting and W-2 generation and reporting for Highmark Health.

  • Direct the reconciliation of all payroll expenses and liabilities and the general ledger interface that includes data for financial reporting and cost allocations.

  • Provide customer service, develop strong relationships with senior management, identify and resolve problems quickly and appropriately and ensures communication is maximized.

  • Direct operations and manage processes for external vendor partnerships that support Human Resources.

  • Other duties as assigned.

EDUCATION

Required

  • Bachelor's Degree in Business Administration/Management

Substitutions

  • 6 years relevant and progressive experience in lieu of Bachelor degree

Preferred

  • Bachelor's Degree in Human Resource Management

EXPERIENCE

Required

  • 7 - 10 years in Payroll

To include

  • 3 - 5 years in Customer Service

And

  • 5 - 7 years in Tax

To include

  • 5 - 7 years in Management

Preferred

  • 3 - 5 years in Tax Law

  • 1 - 3 years in Process Improvement

Pay Range Minimum:

$108,000.00

Pay Range Maximum:

$199,800.00

Base pay is determined by a variety of factors including a candidate’s qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
