Position Summary

Agency Summary

The purpose and mission of the Metropolitan Emergency Services Agency is to provide operation and management of the Division of Emergency Communications - 911 center, Division of Emergency Management, and the Division of Public Safety Communications - technology infrastructure to the City of Indianapolis and Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

Job Summary

The position oversees the Metropolitan Emergency Services Agency accreditation process, policy development, policy review, records maintenance, and administrative inspections. Position will also be responsible for reviewing 911 calls to ensure appropriate service delivery to the public and public safety personnel is provided efficiently, accurately, and expeditiously.

Position Responsibilities

  • Oversees the agency’s accreditations process, files, audits, assessment, and program quality assurance and improvement

  • Conducts regular reviews of policies and procedures with appropriate staff and revises agency policy and procedure manuals to ensure standard operating procedures are reliable and up to date and meet all current legislative mandates and judicial rulings.

  • Monitors and evaluates incoming and outgoing telephone calls to ensure that resources are being unutilized to their optimum level: reviews two-way radio traffic and CAD dispatch transmissions to ensure conformity with policies, procedures, and practices.

  • Assigns, directs, and coordinates groups of employees to achieve plans of action and recommendations to the Chief and executive staff to meet compliance and applicable accreditation standards

  • Develops, revises, and manages the department’s catalog of policies and forms to meet accreditation standards, including written directives.

  • Determines and develops appropriate compliance validations for accreditation standards, including type, frequency, and retention of all necessary documentation.

  • Maintains master file and archive files for department written directives

  • Assist in the design, implementation, management, and evaluation of diverse programs and projects to improve the operational effectiveness and efficiency of the delivery of public safety services

  • Works with other staff as needed to coordinate and conduct quality assurance randomly and special case review to measure protocol compliance.

Qualifications

Minimum Job Requirements and Qualifications

Bachelor’s degree or higher in Public Affairs, Business Administration, Public Safety Management, or a related field. A combination of education and working experience will be required in lieu of a college degree. Prior working experience in accreditation is desired. Must be able to pass a full-scope background investigation to include both a psychological and physical examination. Must have a working knowledge of Microsoft Office. Must be able to communicate effectively, whether face-to-face, written, or telephonically in a professional and courteous manner. Incumbent must be able to work under extremely stressful conditions.

Preferred Job Requirements and Qualifications

In addition to the minimum job requirements, 2 years of working experience in policy and compliance and/or accreditation as well as knowledge and experience in working with state and local public safety agencies is preferred.
