Commerce, International Trade Administration Enforcement and Compliance Officer in Beijing, China

Summary The incumbent serves as the Enforcement & Compliance (E&C) Officer in Beijing, China for the International Trade Administration, Enforcement and Compliance Office. The incumbent will serve as the Junior Enforcement & Compliance Officer playing a key role in increasing the effectiveness of the U.S. antidumping (AD) & countervailing (CVD) laws (Tariff Act of 1930, as amended) and furthering E&C's mission with regard to U.S. China trade. Responsibilities The overall objective is to support the Administration's commitment to vigorous enforcement of U.S. antidumping (AD) and countervailing duty (CVD) laws and China's obligations under the WTO agreements pertaining to trade and trade remedies. Supports E&C's conduct of AD and CVD cases and educates foreign companies and government officials on relevant aspects of U.S. AD/CVD laws. If selected for this position, your duties will include, but are not limited to the following: Monitoring China's administration of its trade remedy proceedings to ensure consistency with China's obligations under WTO agreements. Serving as in-country point of contact for U.S. companies involved in trade remedy proceedings, and assisting in the preparation and submission of U.S. government responses in Chinese CVD proceedings. Conducting a wide range of detailed economic, market and policy research and analysis on topics related to AD/CVD practice, Chinese subsidy programs and practices, as well as a variety of potential trade barriers; develops recommendations, positions, and proposals consistent with E&C goals. Participating in and/or serving as spokesperson in U.S. Government trade delegations and other groups dealing directly with foreign counterparts and delivering briefings, speeches, and papers at international trade gatherings. Reviewing actions undertaken by E&C Beijing staff and other Embassy colleagues, as appropriate, to ensure conformity with the AD/CVD laws, regulations, precedents and established policy and procedures. Preparing briefing papers and other written materials about the above issues for senior Commerce and Embassy officials' use in meetings with other high-level U.S. government officials, foreign government officials and top business executives or their counsel. Assisting in meeting Embassy responsibilities, including close coordination with other agencies represented at post, making arrangements for visiting U.S. government officials and serving as control officer when appropriate. Qualifications To meet the minimum qualifications for this position, Applicants must meet the following specialized experience requirements before the closing date of this announcement. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position that is typically in or related to the work of the position. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position. Expertise in investigating, analyzing, and formulating/executing coordinated government action, including trade negotiations, to identify and address trade remedy violations and trade barriers caused by foreign government non-compliance with trade agreement obligations. Enforcing U.S. AD/CVD laws, and monitoring host country application of trade remedies and other country trade practices in order to ensure compliance with WTO obligations and to develop recommendations, positions, and new approaches and proposals to resolve critical USG-host country problems. Providing higher-level officials and headquarters staff with authoritative and expert analysis, evaluations, and recommendations of alternatives.
